Indian ordinary travel-document holders need an entry visa. Submit through an authorised agent, a Singapore mission, or the eligible local-contact / strategic-partner e-Service route.
A visa allows you to seek entry; immigration decides admission and the permitted stay. Check arrival requirements separately from the visa.

Prepare Form 14A, your photo and passport copy.
Your agent or eligible local contact submits through the accepted channel.
If approved, your submitting contact can retrieve the eVisa. Recheck entry requirements before departure.
